Plugin won't activate?

I’m attempting to use this plugin with a woocommerce theme, which requires this plugin. Each time I try to activate the plugin, it gives me a notice at the top of the screen that the plugin is activated, but in the plugin list, it is still inactive. When I refresh the page it still displays as inactive.
