Sorry to hear of the problem you are having.
This is not a known issue and the plugin is working fine on my test site.
Could you please try using different pop up loading method from the following path?
Admin Area -> PopUps -> Settings
After activating the pop up plugin can you check the javascript console for errors?
In Chrome go to “View -> Developer -> Javascript Console” and in Firefox you can go to “Tools -> Web Developer -> Console”
