Including some HTML in the header

Hi,

I have a trouble, I’m not a Web coder although i understand a little (very little). What i want to do is make WP works with the HTML header of my university which I have to use. This is my first attempt using FRAMES:

But as it states this topic it could be a bad idea. What else can I do? I just want WP to work with the header and the footer of the first link, but i don’t know enough ccs and php to make that ?any suggestions?
