After upgrading from an older version I see none of my settings in wp-admin, but they are still in the DB.

No idea, but I am having the same problem. If this plugin won’t do this for me any more, I’ll have to look for another one.

I really don’t want subscribers to have access to any of the Dashbord pages or the admin bar.

what helped me was to uninstall and delete the plugin, then delete the DB table which holds redirects data and install the new version. Works as expected since
