Issue with auto-resize via Direct IP/URL

Hi guys,

I’m having an issue with auto-resize on mobile devices.
It works fine in any browser window but not on mobile.

I can get it to work if I view my site directly via IP address but not by my URL?

Side Note: I’m running PHP 5.6, Latest WordPress on Windows 7 server Running IIS7.5.
