Manual Regsitration

We want a simple setup where we manually add members. They are paying offline through Infusionsoft where they will set their username and password. We will then register them manually on the site with those credentials.
There is only 1 membership level and I have checked: Check to hide this level from the membership levels page and disable registration.
I have created another ‘Administrator’ level that does NOT have registration disabled – I was hoping that Admins could manually register members.
When I am logged in as Admin I still can’t see the registration page.How can I manually add members?
