Remove Header and adjust top bar

Have a look at Customize > Welcome Area, you’ll see an option to disable it on secondary pages.

To bring the menu up you’d need to decrease the size of the header. Try this in a custom CSS plugin:

.has-banner {
   max-height: 500px;
}
