i dont really know how to make my comments page look like other pages..

it shoult look like this:
https://cs.elomza.pl/archas/ram/wordpress/?page_id=18i just deleted the whole content of comments.php and pasted: sidebar and footer.
the question IS:
where can i define design of this part of comments page. it has to be on center of the page!please help..:(
