Image area tooltip/popup

I was wondering if anyone has used or knows of an existing plugin that will allow for an on hover/tooltip type popup whenever someone hovers over a certain area of an image.
For example, I have a map image of an area with several points of interest. I would like to have a site visitor be able to put their mouse over one of the points, and have a quick description and maybe a photo of the location pop up.
If this feature doesn’t exist as a plugin, I might take a stab at creating it but didn’t want to recreate the wheel either.
