tax calculation error after changing address

    my tax setting:
    Calculate Tax Based On: customer shipping address
    Default Customer Address: no address
    Display prices during cart/checkout: Including tax
    rate: CN 17%, US 10%

    when checkout, I first choose shipping address China and local pickup, and the tax rate is 17%.
    Then I change the shipping address to US, and the shipping method is international shipping. However, the tax rate is still 17%. I expect it to be 10%.
    Is it a bug of woocommerce?
    BTW, if I choose other shipping method instead of local pickup, there is no problem.
