Menus screen in dashboard won't load

    2013 Theme (and other themes)
    One one page in site exists (contact page)

    Menu screen in dashboard will not load.
    This is the URL: /wp-admin/nav-menus.php
    I’ve increased PHP memory on the server and in the wp-config file to 1024M (128MB)

    Uninstalled ALL plugins.
    Still not able to add a menu. Here’s the screenshot. This area is grayed out so nothing is editable.

    Any ideas?
