Virtue portfolio slider speed

Css can’t control slider speed, It’s in the javascript so using a plugin or editing the theme with a child theme are your only options.

I installed Functionality plugin already. Is there a way to write from there changing from Javascript to Php similar to what is reported here? https://webcheatsheet.com/php/passing_javascript_variables_php.php

No, you would have to edit the theme template. I recommend using a child theme. Or you can always just use a slider plugin that has this option.
