Author Edits/See All Posts & Add on Instead of Replace

Is there a way that all users can see all posts that are submitted through the front-end? I would like every user to be able to edit any post. I notice that when you go to the Dashboard, you only see the articles that you are the author of. However, is there a way to list every single one of the articles and people can choose to edit each one.
Further, is there a way when a person posts an update to an article that it can still keep the old content automatically and simply add on to the content with whatever they type in. Right now it simply replaces it, but it would be great to sort of have a running article with all of the different “additions”.
Are either of these things possible?
