No Theme CSS Loaded

I just installed W3TC on a site I now manage. To set it up, I followed the instructions found here: https://www.wpexplorer.com/wordpress-w3-total-cache/
However, since activating two plugins, I now get the error “No Theme CSS Loaded.”
Here’s some info that may be helpful:
W3TC version: 0.9.4
Theme: Hueman 1.4.1 (using a child theme)URL: https://www.greggcountygop.com
The site was working fine, then I installed two plugins: WordPress SEO by Yoast and W3TC. I did not configure Yoast, but only configured W3TC. The site was working fine before these two.
What’s going on?
