Change shipping and handling message

In the cart and checkout I am getting the message “Sorry, shipping is unavailable to the United States (US). If you require assistance or wish to make alternate arrangements please contact us” for shipping and handling. The way I have our shipping configured I do not want to eliminate the message but I want to change it to read “Please call or email us for shipping rates.” I have used Poedit with Woocommerce and every other plugin that might produce this message and for the life of me I cannot find it. Will someone please direct me to the file where it is located so I can change it? Thanks.
