ohsik and IE8

tried adding call to respond.js and call to HTML5shiv to make the menu code work with IE8. the menu does reduce in size for a small screen but does not respond when you click on the menu bar or 3-line icon. trying to figure out how to make this menu code work with IE8. If I want to use this as a basis for a theme, it does need to work with IE8. The web site I look after has a large number of IE8 users, in fact, they represent the largest number of users on the site.
