    i found solution

    at wp-content/plugins/jetpack/modules/widget-visibility/widget-conditions.php line 128

    $terms = get_terms( array( $taxonomy->name ), array( ‘number’ => 250, ‘hide_empty’ => false ) );

    change 250 to higher number
