Plugin not work correctly

I use plugin WP-Members to manage users roles and capabilities.
When set rule:
[eyesonly level="administrator"] Content Here [/eyesonly]
works fine, Administrator can view content, other users can not view content.

But when set rule:
[eyesonly level="editor"] Content Here [/eyesonly]
Administrator still can view content.

The same situation is with capability restrictions – not work correctly.

I have tested it with built in wordpress roles and capabilites, and new roles and capabilitiec which I have added into WP-Members roles manager.
