Alternate Method to Social Profile and RSS

When customizing the theme I want to add a custom link with the social icons and can supposedly do so with the below message.

If you would like to add a social profile that is not listed above, or change the order of the icons, use this alternate method.

However, when I click on the link for “use this alternate method” all it dows is take me to the same page with “#” added to the end of the url and does not change any of the options.

I am not sure what I am doing wrong here or this may be a bad link to different options/page/tuturial??
