Can't upload .jpg to Photo field

I have version 1.5.4.9 installed and I can’t upload a .jpg to a Photo field (not as Admin and not as a subscriber).
Error: For “Photo”, you may only upload image files like JPEGs, GIFs or PNGs
File I am trying to upload: WUI_logo_160x160.jpg
I do have uploaded files limited in settings to: .jpg, .jpeg, .gif, .bmp
I see in the support logs that someone had a similar issue back in December and that the issues was related to capitalization so I tried renaming the file to wui_logo.jpg and even wuilogo.jpg and I still receive the error message.
