Sorry, that key does not appear to be valid

I have the latest version: 2.5 and I still get this message below:
“Sorry, that key does not appear to be valid.” So they have to enter their email/username again, they get another email, they click on the link in the email and now they can reset the password.
Any ideas on how to fix this?
