• The option is unchecked by default. And the description says:

    Turning this option on will prevent errors related to file locking however might result in operations being executed twice. We do not recommend turning this off unless your host prevents the file locking feature from working correctly.

    I don’t understand. It’s a typo or you really want to recommend to set it on? It’s me not understanding or is it really contradictory?

    And please if anyone can describe what exactly sets or unsets this option, would be nice too. Does this touch something in htaccess or at WP core level?
