Does SlimStat access WordPress site in USA?

Hi,
I chose WP Power Stats over other statistics programs for my blog because it looked as though it would be reasonably fast – which it has been so far with around 20,000 views in a month (but I don’t know if that will continue if it becomes much more popular) – and because I didn’t want it to access a site in the USA (specifically wordpress.com or www.remarpro.com). [My webspace is on a cloud in Manchester, England, where I currently live.]
When editing the “widget.php” file in that Stats program, I noticed that it contains the comment “Register widget with WordPress” before the definition of a “__construct” function, which is precisely what I wanted to avoid. I don’t see why it needs to do this and it will be very useful if SlimStat doesn’t do similarly and I can switch to it without slowing my blog down – rather than having to learn and do php programming.
There is still the ridiculous situation where WordPress don’t provide proper exporting and importing of blog contents (i.e. including images) for which there are partial workarounds with specific image transfer plugins (but even they don’t work for all my images) – and there may be the same problem with the Subscribe To Comments Reloaded and MailChimp plugins because they also use the “__construct” function (so I may need to do php programming after all)…
