    Please goto settings–>Reading and check Encoding for pages and feeds
    It must be UTF-8

    Have you checked your header.php file in your theme contains

    <meta http-equiv=”Content-Type” content=”text/html; charset=UTF-8″ />

    Also check mysql table character enconding for wp_scroll_news table
