Pay to Post plugin with 'Affiliate' type payout funcitonality

Hello everyone! I have a question that probably a long-shot, but I’ll give it a go …

The big picture that I require is: I am looking for a solution that will require users to pay to submit a post. Once they submit the post, others can comment on the post. The user that submitted the post (and paid) can then choose the best comment. The user with the ‘best comment’ will be paid a portion (majority) of that original ‘pay to post’ fee. A small portion of this fee will go to the site.

Imagine an advice column where users can post problems, then award a payment for the best advice.

Is there any premium plugin that will bring me close to this functionality?

If not, is there a plugin that will simply allow the ‘Pay to post’ function? I could always manually split the payment for each transaction and hire a custom coder if the idea pans out.
