Need Help with tax rate setup

Well I imported the wrong tax rate csv file when I checked it to see I uploaded the wrong one I imported the correct file thinking it would overwrite the old but it just added to it,is there a way to remove every line there to start over?I have over 11 pages of (for lack of better)screw up and the only way I see to fix it is to “remove selected line” but I cant select more than one at a time.
