Insert pop up not happening.

Hi when I’m trying to use this feature the pop up i think I should be getting like the one shown here https://s.w.org/plugins/insert-pages/screenshot-2.png?r=913665 isn’t pooping.
Likely a case of operator error but I’m new to virtually everything WP and the learning curve os steep at this time ??
