Sometimes I get "Publish" sometimes I get "Submit for Review"

Hi guys, it’s been a couple of days with this problem. I log in to WordPress with my admin account and when I try to create a post, sometimes I get the “submit for review” button. Then I refresh and “submit for review” again, then I refresh and “Publish” button.

It also happens when I want to edit posts, sometimes WordPress tells me I can’t because I don’t have the permission or when I try to upload a photo it doesn’t allow me. It gets “fixed” when I refresh, but then it crashes again.

Have this happened to one of you? Do you know how to fix it?
