How can I create this???

hi all- not sure if this is the correct place but I am trying to find out how to add a specific thing to my website. If you take a look at https://transport.thedesigngiraffe.co.uk you will see I added a tram track that changes with each picture – I did this on the image but I would like to make each circle clickable with some text.

Ive been searching for a white but not sure i’m searching the correct terms, can someone point me in the right direction?
