Targeting not just ads, but also ads places

Hi, I am looking for a workaround for this, but can’t find the way, I want to target an entire Ad Place for Unregistered Users for example, don’t want to show a default ad there.

The main problem I have, is that when I use Ads Place Widget if there are no default ad, it still show the widget title, and I can’t remove the title because I want it to display when there are ads to display (in this case, to unregistered visitors)

Any idea on how can I fix this thing?
