    Hi, the wp-review plugin worked at my testsite without any problems and i can disable it on certain sites.
    Did you test the rule on a site with reviews ? On my test site the reviews disapeard, after i have saved a rule likely how you mentioned.
    Did you chose the radio button “inactive on” ?
    Could you send me a list of your plugins please ?
