Add Filter for Permalink

I want to be able to filter out the links for the permalinks to use a shortlink service. . .either bit.ly or something different.
In the function get_service_output, anywhere the permalink us used could easily be wrapped in a filter so that I and others could filter the permalink with their shortening service of choice.
