Problem Editing image in page. EditImage.html file downloaded

When I select an image that previously was inserted in a page, I can see icons to Delete or Edit on mouse over. I chose the last one and then a new empty window opens. Then a file called EditImage.html is downloaded.

From the Media menu it’s possible to edit the image but only to cut, rotate, crop… but what I want is select the “wrap” type around text that is the other Edit option (on mouse over the selected image).

I have the 3.8.1 version of WP and I’ve tested the issue from fresh installation, just inserting a small image in the “Sample page”. I mean, no more users, plugins, themes (except the default) or language files were installed.
