User Added Tags

As you’ll probably notice I’m completely new to this so I apologise for asking daft questions. I’d like to know if there is a way that anyone can add tags to my blog as you can when signed in to Flickr. To cut a long story short, I’d like to have various images and scanned articles but let others make links and tags between them.
