Did you change the urls in Settings -> General? If “yes”, then change the urls back. See Changing_The_Site_URL for details of how to do this correctly without logging in.

Yes if you chose methods 1 -3 (I prefer 2 myself). If you opt for method 4 (the db route) you will need to use a database management tool like Phpmyadmin.
