just installed the latest 1.15, and notice there are two icons in Dashboard for Staff Members CPT, see screenshot: https://www.evernote.com/shard/s35/sh/d6d19811-7133-4198-8ff1-af9df0ab11e9/2bebdbc6d9d5ee6835803b1bd9032c03/deep/0/Plugins—One-Roof—WordPress.png
Perhaps, switching to just using:
'menu_icon'=> 'dashicons-groups',Would be easier? Since your already trying to incorporate Dashicon.
