Plugin: WP Super Cache Comment moderation is enabled – display error

I have deactivated and reactivated my plugins and it appears that WP Super Cache is causing my problem of the message..Comment Moderation is enabled. Your comment may take some time to appear. When- I do not have my WordPress Discussion Settings set to moderate comments.
I also have a problem where when I make a change to my blog like install or uninstall a widget for example, I still see or don’t see the change.
I have a problem with comments where they don’t display or not display too and determined it may be Akismet, but now that WP Cache is causing comment moderation display error, maybe WP Super Cache is causing this error too.
My Host, Bluehost advised me to click PHP setting instead of the Mod rewrite setting, which I just changed the other day; is this a good idea? But, these comment problems have been going on for a long time and I am seeking a solution. Thanks for any help
