Failed to connect to server

I know this has been asked and others have talked about it but i can not find a solution. I realize its not a problem with the puligin but with my connection. There was talk on checking php.ini settings for fopen but all thats there is the allow url which is on. I have made sure that my firewall allows 587 on outgoing. All the settings are correct since i can contact with my mail application on those same settings just fine. I am doing SSL on 587. When i check my mail log i see this. Any help would be appreciated.
