WordPress not creating folders

Alright, I’m running 6 blogs on 6 seperate IP addresses on one dedicated server machine running Windows 2003 Server. I’m using the Apache, MySQL, PHP combo. Everything is installed and works fine but WordPress isn’t automatically creating any directories for permalinks, rss feeds, or anything else.
I’ve tried everything including messing around with the .htaccess file but it appears that wordpress doesnt even care about it.
Keep in mind I have full remote access to the box. Thanks in advance for any help!
