Exclude category from Next Post and Previous Post

In theme settings, I have listed a category in the “Excluded categories,” however when viewing a post, the “Next Post” and “Previous Post” links will take me to the next or previous post, even if that post is in the excluded category. It seems to me that if I want to exclude the category, it shouldn’t allow a user to “browse” to a post within that category. Is this by design or can I keep this from happening?
