Help with blog idea please

Hi all, im not sure if im in the right place our not (please point me in the right direction if im not)

anyway, i want to create a blog thats layout is like the image HERE

with the blue PAGE squares being images that link to a page.

i happy to code from scratch, just not sure where to start – have been happily customising the twenty ten child theme, now im ready to start this site and im not sure if it will be easier to start from scratch or use a existing theme, and i cant seem to find a theme similar enough either (any ideas?)

also do you think this layout would be easy to make responsive? i want to be able to view it on a phone easily as well as the pc and iPad/tabs ect…
