Can't get File Base URL to prefix File Name

I am trying to use the File Base URL in the setting to prefix all filenames with the Base URL. However, even when I set the Base URL to “https://www.firstumcsb.org/documents” in “Settings” and then on a page use the short code icon in the editor to generate the shortcode for a filename of “First-Word-1-23-13.pdf”, the shortcode preview just shows
a filename of “First-Word-1-23-13.pdf” instead of “https://www.firstumcsb.org/documents/First-Word-1-23-13.pdf”.Am I setting the Base URL incorrectly?
