Switch off comments

By “switch off comments” do you mean to not allow comments to be made? For that, simply remove the check from “Allow Comments” on the Admin Panel’s Write page under the Discussion header on the right sidebar.

If you mean to not even show the message that comments are not allowed, you’ll have to hack your theme file. The line to change is usually (but not always) in the file “index.php” in the theme.
