How to add a news bar at the top of the page?

    Hello,

    Thank you so much for reading this post. Please see the following:

    1. Website- https://www.wiltshire-mobile.com
    2. Issues- Adding a menu bar at the top of the page.
    3. Description- This page will display some of my custom menu, a news headline and a search box (on the right) and I do not wish to use any plugins.
