Expiring Pages / Updating Cache

The FAQ says that cached pages will update from time to time and that I can set the frequency of the update. I can see how to purge the entire cache but I don’t see where I can set the rate of refresh for the site. Furthermore, I’m finding very old pages / out of date pages when I’m not logged in. When I am logged in I see the refreshed version. When I log out I see the old version again.
