Cart does not empty with multiple users usage

From my side I added few products and did not decide to complete my order.
Now I exit the website but later again decide to come back and add the products. This time my product doubles as the earlier ones added are still there in the cart.
Also another user decides to buy some products from some other place. He adds products but then they double too because of the products I had added.
Is this some major issue?
