Site broken after upgrade to 3.7.1

  • Immediately after upgrading some plugins, then to WP 3.7.1, the site broke and you get this.

    Fatal error: Call to undefined function wp_initial_constants() in /home/mkgarden/public_html/wp-settings.php on line 26

    I imported a db backup, which didn’t help. My files backup is unfortunately not recent, so I’m hoping to fix this some other way.
