Resetting w3tc after changing design?

Hi
In a video tutorial you keep saying not turn the plugin on unless you optimised your content. It is weird because people add content all the time, new pictures, adds, change widgets, different news. So, do I new to reset the plugin each time I add or or change picture or widget? Do I simply turn it off and on or just clear cache in the w3tc panel?
