Permissions Not Working

Most of my sites are functioning just fine, but one of the site within my multisite isn’t working properly in terms of permissions. The settings for all of the sites allow anyone with Editor status or above to control broadcast settings. However, on this one site, neither editors nor admins have the option to check the box to broadcast the post.
The superadmin does, but the other don’t, despite the settings. Any idea why this would happen?
