Sticky or static welcome box message above blog posts

I am trying to create a static box with a welcome message in it above my blog posts on my home page. Right now I have made a sticky post with my welcome message in it, but it has other stuff such as “Featured, date, permalink, category it’s in, etc” that I want to strip out.
I basically want to create something like whats shown on the homepage of https://www.smartpassiveincome.com with the static welcome message box at top. Would also like to make it only appear on home page. Of course would love a plug in to do this, but I’m familiar with how to insert short code also.
